The story takes place in Japan after the adoption of a rather unusual law that regulates the upbringing of children in "public order". It prohibits any behavior that goes beyond the prescribed moral standards. Thus, lewd humor, flirtation, teasing, and loud laughter are now forbidden. However, even in this cult of virtue, there are mischievous teenagers who refuse to accept these rules. On the contrary, they strive to break them in every way possible!
